However, it is crucial to differentiate between correlation and causation. While some researchers suggest that provocative dressing might serve as a trigger in specific environments, others argue that this view shifts blame from perpetrators to victims. According to Okeke (2015), many cases of harassment occur irrespective of the victim’s attire, suggesting that deeper societal issues such as misogyny, lack of moral education, and weak institutional policies are at the root.
