Abstract

This study focused on the effects of increase in tuition fees on business education students’ enrolment in tertiary institutions (a Case Study Of Federal College of Education (Technical), Akoka). The study is was specifically focused on examining the rate of enrolment into tertiary institution in Nigeria; ascertaining if the there is increase in tuition fee in Nigerian tertiary institutions and determining if the increase in tuition fees on business education students’ enrolment in tertiary institutions.

The study adopted the survey research design and randomly enrolled participants in the study. A total of 100 responses were validated from the enrolled participants where all respondent are business education lecturers and students in Federal College of Education (Technical), Akoka.

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Tertiary education can be defined as the level of education acquired after secondary education in higher institutions of learning such as Universities, Polytechnics, Colleges of education and other institutions of higher learning offering correspondence courses, diplomas and certificates. Famade, Omiyale and Adebola (2015) citing Ahmed (2011) they opined that the challenges confronting tertiary institutions in Nigeria include financing and funding, the growth of private tertiary institutions, management challenges and so on but the challenge dealing the worst deathblow is that of underfunding of tertiary institutions. Nwangwu (2005) in Famade et al (2015) stated that the foundation of education is frail when education is not well funded and the products of such foundation are weak intellectuals. When there were just few tertiary institutions, Government saddle the burden of funding the institutions solely but from the mid- 1980’s there was a massive increase in the number of tertiary institutions and in students’ enrolment in Nigeria. This increase has gotten to the point where Government openly acknowledged that it can no longer saddle the responsibility of funding institutions alone.

The Federal Government of Nigeria is increasingly finding it difficult to meet the high cost of funding tertiary education in Nigeria and if tertiary institutions in the country are to survive, there is an urgent need to seek out means of improving their funding. It is instructive to note that education is a right and not a privilege and if this is to become a reality in the Nigerian context then education needs to be subsidized and better funded at the tertiary level. In the face of the declining financial resource allocation to the education sector, there is the need for alternative channels of funding which will ensure qualitative education and graduates from Nigerian education system.

The history of higher education in Nigeria dated back to the period of colonial era with the establishment of Yaba Higher College in 1932 which marked the turning point of higher education in Nigeria. The Higher College was established to produce “assistants” who would relieve colonial administrators of menial tasks (Olujuwon, 2002).The establishment of higher educational institutions was in pursuit of meeting the global requirements of producing manpower that will serve in different capacities and contribute positively to the nation’s socio-economic and political development in Nigeria (Abdulkareem, Fasasi and Akinubi, 2011). The Federal Government of Nigeria promulgated enabling law to institute higher education towards producing high level relevant manpower training, self-reliance, national development through the establishment of both conventional and special universities, polytechnics, mono-technics and colleges of education in different parts of the country by the Federal, state governments, private organizations and individuals (Abdulkareem, Fasasi and Akinubi, 2011).

The Nigerian tertiary institutions comprise of Universities, Polytechnics, Colleges of Education, Institutes of Technology and other professional institutions operating under the umbrella of their parent ministries. The institutions can be further categorised into State Government Institutions and Federal Institutions. Tertiary institutions are also grouped into Public Institutions owned by the Federal and State Government and private Institutions owned by Individuals, Religious bodies and other private organizations.

1.2 Statement of the Problem

The focus of this study is the increase in tuition fees and it affects the students enrolment into tertiary institutions in Nigeria.  It is really lamentable to see a country that was given the title the “giant of Africa” becoming an “ant of Africa”. Besides, it is sorrowful to see a country such as Nigeria with abundant natural resources and copious human capital, but with 70 percent of its people living below the Ismail Hussein Amzataa Faculty of Education, Department of Educational Management, Planning & Policy, University of Malaya, Malaysia. A Corresponding author: Poverty line and surviving on less than $1 a day. Poverty has ripped the process of education apart and deprived people from getting proper access to education. Poverty has become the ‘boss’ with the help of corruption determining who should go to school and who should not. Poverty determines students’s faith. Huge numbers of boys are dropping out of school, loaded with evil intention and sophisticated weapons–declaring a war of robbery while girls fail to complete their studies and end up with early pregnancy. Some of them are so victimized by poverty that they have to sell their bodies on campus as a mean of survival. The impact of poverty on education is of great significance and it is tormenting to see students struggling and battling the hardship to study without any support from the government or their parents. It is depressing to see our graduates unemployed after all the hardships of studies and poverty. This has led to the development greater population of poor people in the country. The Nigerian government has turned a deaf ear to the people’s agony and blinded their eyes to the flood of poverty eroding our integrity and existence. Some programmes were launched which were supposed to alleviate poverty in the country but the efforts were in vain due to self-interest and corruption. The Nigerian government has failed to realize perhaps realized but ignored the power of education on country development and providing an excellent human capital for the society. It is high time that the Nigerian government took onboard” the importance of education since it has been accepted worldwide that education plays a huge role in a country’s development and economy. The Nigerian government should rid their bodies of the virus of corruption and download the latest software of development and anti-poverty programmes to combat the poverty to allow every citizen to have access to education. The Nigerian government has failed to provide a good infrastructure, there is a lack of teaching and learning material while you could see some lecturers at the universities continue using their 10 year-old teaching materials while 10-20 year-old equipment/instruments still survive in our lab.

1.3 Objective of the study

The main objective of this study is to examine the effects of increase in tuition fees on business education students’ enrolment in tertiary institutions. Specifically, the study aims;

  2. To ascertain if the there is increase in tuition fee in Nigerian tertiary institutions

1.4 Research Question

The study aims to answer the following research questions

  1. What is the rate of student enrolment into tertiary institutions in Nigeria ?
  2. Is there increase in the tuition fees in Nigeria tertiary institutions ?

iii. Does the increase in tuition fees affect the business education students’ enrolment in tertiary institutions?

1.5 Hypothesis of the study

The following hypothesis was formulated and tested by the study

Ho: There is no significant relationship between increase in tuition fees and the business education students’ enrolment in tertiary institutions

Hi: There is significant relationship betweenincrease in tuition fees and the business education students’ enrolment in tertiary institutions

1.6 Significance of the Study

The research will be of help to policy makers in education, in review of curriculum development and implementation, proper repositioning of private school directors, training program and also be of help to government of the state as it will expose areas where the poor parent need to put assistant from the government by providing jobs opportunity for both educated and non education and also to provide qualified and adequate teachers in the government school so that their students will not go to private school but they will receive the same things. It will further help government in employing better techniques and methods of teaching to the best understanding of the students in government school. In addition, the findings of this research will help to go to school although their parent are poor.

More so, the study will facilitate teaching and learning in schools determines means to provide for individual differences devising plans to stimulate and improve teaching methods and procedures in government from where many people are escaping.

1.7 Scope Of The Study

The scope of this study is to investigate the effects of increase in tuition fees on business education students’ enrolment in tertiary institutions. It will examine the rate at which national universities come up with sudden tuition fee increase. It will determine the extent at which tuition fee increase lead to student absenteeism from school. It will examine if scholarship or government education subsidies will reduce the level of drop out among student  of tertiary institution in Nigeria.This study is therefore delimited to Federal College of Education (Technical), Akoka.

1.8 Limitation Of The Study

The following factors poses to be a limitation during the course of this research.

Financial constraint– Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint– The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.9 Definition Of Terms

Tuition Fee: Tuition Fees are fees charged by education institutions for instruction or other services.Tuition fees are the money that you pay to be taught, especially in a college or university.

Tertiary Institution: tertiary institution means a university or other tertiary education provider recognized by the Employer which offers Degrees, Diplomas or teacher education courses.

Drop Out: School dropout can defined as leaving education without obtaining a minimal credential or completing  the academic year required by course of study

Abseentism: Absenteeism is a habitual pattern of absence from a duty, or obligation without good reason. Generally, absenteeism is unplanned absences. Absenteeism has been viewed as an indicator of poor individual performance

1.10 Organizations of the study

The chapter one consist of the introductory part of the study which includes the study background, the statement of the research problem, the study objective and scope of the study.

The second chapter is a critical review of other literatures relevant to the study and its objectives including the theoretical framework for the study. While the third chapter is methods of data collection, sampling and data analysis used in conducting the study. The fourth chapter centres around the research findings including an analysis of how it relates to previous findings. The fifth chapter consists of the summary of findings, conclusion and recommendations base on the study objectives.
