INTRODUCTION

1.1 Background to the Study

Solid waste management has emerged as one of the most pressing environmental challenges in urban areas across the globe. The rapid pace of urbanization, combined with population explosion and increasing industrial activities, has led to the exponential growth of municipal solid waste. According to the World Bank (2020), global solid waste generation is projected to increase to approximately 3.4 billion tonnes by the year 2050, a situation that raises serious concerns about sustainable waste management practices. The challenge is particularly acute in developing countries where institutional, financial, and technical capacities are often inadequate to cope with the mounting waste burden.

In Nigeria, the situation is no different. The country generates an estimated 32 million tonnes of solid waste annually, according to the National Environmental Standards and Regulations Enforcement Agency (NESREA, 2019), with only a fraction—less than 30%—collected and properly managed. The remaining waste is often dumped in open spaces, gutters, rivers, and along roadsides, thereby creating severe environmental and public health risks. This inefficient waste handling not only contributes to water and air pollution but also increases the incidence of diseases such as malaria, cholera, and typhoid, especially in low-income and high-density communities.

Warri South Local Government Area (LGA) in Delta State is a typical example of an urban area grappling with waste management issues. Despite being one of the more industrialized and economically active LGAs in the state, Warri South experiences chronic waste disposal challenges. Piles of refuse are common sights in markets, streets, and residential neighborhoods. Waste collection services, where available, are often irregular and inadequate due to a combination of factors such as insufficient funding, lack of modern equipment, and weak regulatory enforcement. The informal waste sector operates in tandem with limited official interventions, further complicating efforts to develop a coherent and efficient waste management system.

A critical aspect often overlooked in addressing solid waste issues is the economic sustainability of waste management systems. Willingness to pay (WTP) for waste collection services is an important concept that reflects the public’s readiness to contribute financially toward the provision and maintenance of such services. It is essential for the formulation of viable waste financing strategies, especially in regions where government resources are overstretched. Understanding how much residents are willing to pay, and what factors influence their decisions, is crucial to designing a cost-recovery framework that is both fair and effective.

Previous studies have identified several socio-economic and perceptual variables that influence residents’ willingness to pay for improved waste services. These include income levels, educational attainment, environmental awareness, household size, and the quality of existing waste services (Akinbode & Yusoff, 2018). Moreover, the perceived risks of living in unsanitary environments can also motivate individuals to invest in better waste management solutions. However, despite the relevance of these findings, localized studies that examine the unique dynamics within communities like Warri South are limited, thereby making it difficult for policymakers to develop context-specific strategies.

In light of these challenges, this study seeks to analyze the current state of solid waste collection in Warri South Local Government Area and to examine the factors that determine residents’ willingness to pay for improved services. The findings from this research will not only contribute to the academic discourse on urban waste management in developing contexts but will also provide actionable insights for local authorities, private waste contractors, and development partners aiming to establish more sustainable, efficient, and inclusive waste management systems in Warri and similar urban centres.

1.2 Statement of the Problem

Solid waste management in Warri South Local Government Area has become increasingly problematic, despite the substantial volume of waste generated on a daily basis. Public spaces such as roadsides, markets, drains, and residential areas are frequently littered with refuse due to poor or irregular waste collection services. This has led to a deterioration of environmental quality, increased flooding caused by blocked drainage channels, and growing public health concerns arising from exposure to disease vectors such as flies, rodents, and mosquitoes. These conditions not only diminish the aesthetic and sanitary state of the environment but also pose serious challenges to public well-being and urban sustainability.

The inefficiency in solid waste collection can be traced to both structural and systemic issues. Public waste management agencies are often poorly funded and lack the manpower and equipment required to provide regular and effective services. In many cases, waste is left unattended for days or even weeks, leading residents to dispose of refuse indiscriminately. While private sector participation in waste management has been introduced in some parts of Warri South, such operators frequently struggle with logistical limitations, irregular payment from residents, and lack of coordination with public agencies, thus limiting their overall impact.

A critical barrier to improving waste management in the area is the limited financial capacity of the local government. The cost of sustaining a comprehensive waste collection and disposal system far exceeds the available public resources. Consequently, efforts to improve services often stall due to funding gaps. In such contexts, the support of the local population—particularly their willingness to financially contribute to waste collection services—becomes essential. However, this aspect has not been fully understood or strategically utilized in Warri South.

One of the major shortcomings in the current approach to waste management in the LGA is the absence of reliable data on residents’ willingness to pay (WTP) for improved waste collection services. Without accurate information on the amount households are prepared to pay, and the factors that influence their decisions, policy formulation becomes speculative and ineffective. This lack of data has led to underinvestment, poor planning, and a mismatch between the services offered and residents’ expectations or capacity to contribute. Consequently, attempts to implement cost-recovery strategies often fail due to resistance or lack of compliance.

Moreover, there is an evident research gap in understanding the diverse economic, social, and environmental drivers that influence WTP in the local context. Variables such as income level, household size, education, environmental awareness, and past experiences with waste services all likely play a role, but their specific impact in Warri South remains largely unexamined. Without this knowledge, policymakers and waste service providers are unable to design tailored, equitable, and sustainable funding models that can boost service delivery and community participation.

It is against this backdrop that this study becomes essential. The research seeks to analyze the current state of waste collection in Warri South LGA and to explore the determinants of residents’ willingness to pay for improved services. By addressing the identified data and knowledge gaps, the study aims to provide actionable insights that can enhance the planning, financing, and implementation of solid waste management systems in the area. It also intends to inform future interventions not only in Warri South but in similar urban settings across Nigeria facing comparable challenges.

1.3 Objectives of the Study

The broad objective of this study is to analyze solid waste collection and the willingness of residents to pay for the service in Warri South Local Government Area, Delta State.

The specific objectives are to:

1. Examine the current methods of solid waste collection in Warri South LGA.
2. Determine the factors influencing residents’ willingness to pay for waste collection services.
3. Assess the amount residents are willing to pay for improved waste collection services.
4. Propose policy measures for effective and sustainable waste management financing.

1.4 Research Questions

1.5 Research Hypotheses

To guide this study, the following hypotheses are formulated:

H₀: There is no significant relationship between household income and willingness to pay for waste collection services.

H₁: There is a significant relationship between household income and willingness to pay for waste collection services.

1.6 Significance of the Study

This study holds considerable significance for policymakers and local government authorities responsible for public service delivery and urban planning. In particular, it provides valuable empirical data on the willingness of residents to pay (WTP) for solid waste management services in Warri South Local Government Area. By identifying the economic, social, and perceptual factors influencing this willingness, the study equips decision-makers with evidence-based insights to guide the formulation of realistic and sustainable waste management policies. It can assist in determining appropriate service charges and designing equitable pricing models that align with the financial capacities of various segments of the population.

In addition to guiding policy decisions, the findings of this research are vital for enhancing the operational capacity of waste management agencies at both the local and state levels. Understanding residents’ attitudes toward paying for waste collection enables these agencies to develop responsive service delivery models that improve customer satisfaction and encourage compliance. Furthermore, knowledge of the barriers to public support for waste management financing can help authorities to devise strategies for overcoming resistance, such as public sensitization campaigns, improved accountability, and better communication on the benefits of paying for waste services.

Environmental protection agencies and non-governmental organizations (NGOs) will also find the outcomes of this study beneficial. These organizations play an essential role in promoting environmental awareness and facilitating community engagement in sanitation initiatives. By leveraging the study’s findings, they can design more targeted and effective education and advocacy campaigns. Such campaigns can address knowledge gaps, alter negative perceptions, and build public trust and commitment toward proper waste disposal practices and environmental stewardship.

The study is equally valuable to development partners and donor agencies that fund environmental and urban development projects. By showcasing the readiness—or reluctance—of urban residents to financially support waste management systems, the research provides useful guidance for investment planning and project design. Donors and investors can use this information to identify areas of potential intervention, support pilot schemes, and foster public-private partnerships that are community-centered and economically viable.

For researchers and academics, this study contributes to the growing body of literature on environmental economics, public finance, and urban sanitation in Nigeria. It enriches scholarly understanding of how socio-economic variables intersect with behavioral and environmental concerns to shape public service delivery outcomes. The data and analysis presented can serve as a foundation for further studies exploring waste management in other local government areas, as well as for comparative analyses between rural and urban contexts or between regions with differing socio-cultural characteristics.

Lastly, the study serves as a reference point for future evaluations of solid waste management reforms in Warri South and similar urban centers. It offers a benchmark against which improvements in waste collection services, financing mechanisms, and public participation can be assessed over time. In this way, it supports a feedback loop that enhances transparency, accountability, and learning in the ongoing effort to build cleaner, healthier, and more livable urban environments in Nigeria.

1.7 Scope of the Study

This study is limited to Warri South Local Government Area in Delta State. It focuses on urban households and investigates their experiences with waste collection, attitudes toward paying for the service, and factors influencing such attitudes. The research also considers demographic and socio-economic characteristics of respondents in assessing willingness to pay.

1.8 Definition of Terms

Solid Waste: Unwanted or discarded material generated from households, industries, or commercial establishments.

Waste Collection: The process of gathering, transporting, and transferring waste from its source to a disposal or treatment site.

Willingness to Pay (WTP): The maximum amount an individual is prepared to offer to obtain a service or avoid an undesirable outcome.

Environmental Sanitation: The control of environmental factors that can potentially impact human health and development.

Urban Waste Management: The process of collecting, transporting, processing, and disposing of waste materials in urban areas.
