CHAPTER ONE

1.0    INTRODUCTION        

The cooperative movement in a programme designed to bring independent persons together for the betterment of their economic conditions cooperative in one form or the other, have been used for capturing economic of scale effective mobilization of labour combination of Agro Industrial development programmes with the aim of promoting a more egalitarian distribution of economic growth in all communities. Hence, the well known slogan “self help through mutual help” by cooperators.

However, cooperatives in Onitsha North are yet to make the desired impact on the communities, there is then the need for an effective management system that will help direct the activities of the cooperatives towards achieving their objectives, thereby endeavour to examine the extent to which poor management system retards the growth of the farmers’ cooperative societies in Onitsha in Onitsha North.

The viability of any cooperative society depends on the finance, educational competence and managerial skills of executives and cooperation of all the cooperatives. Therefore poor management have being the brain behind the low productivity and poor generation of revenue of some of the societies in Onitsha North local government area.

The importance of good management of farmer’s cooperative societies cannot be overemphasized, a good management capitalizes on the economic and social needs satisfaction of its members since when individual joins an organization, they often hope to achieve a personal goal but this cannot be possible without achieving organizational goals. Unfortunately, there is bifurcation i.e. division of interest among members and executives. They lack effective management skill and most of them have never had the opportunity to attend seminars, workshop and symposium on management cooperatives societies.

Furthermore, farmer’s cooperatives society in Onitsha North lacks good organizational structure. The principle of democracy in cooperative organization has rendered it playing toy and it has become perpetually unproductive as members with less investment in the cooperative often close their eyes to the risk of poor management strategies in a competitive economy like ours.

It is worthy to point that the researcher’s attempt to formulae strategies geared towards the successful implementation of the cooperative goals and objectives.

 

1.1 BACKGROUND OF THE STUDY

In January 1992 within the frame work of IFAP, the Mediterranean famers organization have set up an IFAP committees of Mediterranean famers to provide them with an opportunity to meet and cooperate as partners in order to promote the development of agricultural and the economic and social condition of farmers in the Mediterranean  region. While taking into account existing forms of association and integration among certain Mediterranean countries, Mediterranean famers organization have expressed their desire for much greater agricultural co-operation in the Mediterranean with a view to stimulating economic and social development in the region.

The objectives of the committee include establishing and strengthening ties between farmers and various research and development bodies in the region. The committee also aims at the provision of information and encouragement of actions in the field of technical or economic co-operative among farms organizations including in the training and extension.

During its curio session last April, the committee confirmed its objectives with regard to the solution of Mediterranean agricultural problems as a whole particularly through productive diversification qualitative improvement more judicious use of water resources and closer collaboration with research activities the committees also underlined its objectives of changing the  existing relation in the fields of agriculture and research. Particularly, agriculture should not merely be the target of scientific , economic and technological choices adopted within the confines of research institution but should ensure that research can comply more adequately with its productive and qualitative requirement so as protect farmers’ incomes more effectively. The IFAP Mediterranean committee shares much affinity and co-operation with the IFAP African regional committees established as early as 1984 by the African famers organization. The area of co-operation also inevitably includes North African farms organization of which is members of both committees.

 

1.2 STATEMENT OF PROBLEM

Most often, business activities are faced with numerous problems, which hinder achievement of their objective. Some of these problems are posed by the vagaries in the economy such as inflation while, some area high and expensive. This situation is neither of interest to the consumer nor the producers. In effect marketing cooperative was introduced to arrest the situation especial in the rural areas so as to bring society into the distribution sector and increase it efficiency.

Consumers cooperative are societies made up of consumers, found basically by consumer who in a bid to tae advantage of mutual efforts, ensuring that the quality of goods, they but is of high standard and at a reasonable price. The idea of consumer cooperative sprang up in Britain during the middle of the nineteenth century as a reaction to the growing exploitation of the workers by the capitalist. Goods were not only expensive but were adulterated with in current weights and measures.

Farmer multi- purpose cooperative society in indicating form its name, it ingrates into itself form problem famers. As presently constituted, frames, multi- purpose cooperative society represents about 70 percent of all cooperative found in south east, Nigeria, the idea of a famers multi- purpose cooperative society stems from the understanding that the chief occupation of rural dweller is agricultural. So in order to accelerate significant rural resource productively, an organization has to be found champion this course.

With effective financing, farmers’ multi- purpose cooperative societies can undertake all the font ions we have discussed. It can ever go further to provide other services, which we have not discussed like agricultural insurance and the rest. Below are ways arid means through which agriculture can be better the well being of their members they include,

  1. To acquire agricultural inputs
  2. To take advantage of the economic of scale in production, processing and buying and selling.

iii.      To obtain credit form financial institution.

  1. To by –pass exploitative middlemen (money lenders, miller and industrialists).
  2. To educate famers and speared useful information

1.3 OBJECTIVE OF THE STUDY

  1. This writ up focuses on the numerous problem of famers multi-purpose cooperative society and threats which these         problems pose for the cooperative enterprise.
  2. The study also looks at the opportunities and tries to relate them as factors necessary for social and economic    development.

iii.      In addition to this, it also thrown more light on activities of          cooperative societies as unique form of business     organization.

  1. Finally, this write up is also aimed in improving the general knowledge of cooperative societies for which the lack of proper knowledge on the part of the general public has contributed immensely in the set back which the cooperative societies have witness for so long leading to its delineation,

 

1.4 RESEARCH QUESTIONS

The research question for the study was made up of the following:

  1. What are the roles of famers multi-purpose cooperative society in accelerating of food production?
  2. What is the role of farmer multi-purpose cooperative society towards the provision infrastructures facilities?

iii.      What are the various sources of finance for the cooperative         in Orlu local government area?

  1. What are the major benefits derivable form famers multi- purpose cooperative society in Orlu Local government?

 

1.5 SIGNIFICANCE OF THE STUDY

The important of this work cannot be over emphasize. This work will enlighten the reader and bring out the hidden problems which the cooperative societies are faced with at the same time put up some suggestions and would help in solving the problems,

This will ensure proper and well articulated programme aimed any withstanding the problems posed against famers multi- purpose cooperative society, the present day is a point time when bad business practices has became the order of the day, this can be attributed to peoples drive to maximum profit. this brought about serious competition in the economy.

In the wake of this, this work will relate the efforts of cooperative societies in trying to curb these bad business practices with the aim of brining a relief to the poor masses by forming farmers multi-purpose cooperative society in ten rural areas. This believed would usher in a new  socio- economic world where the suffering populace will enjoy some form of economic freedom

 

1.6 SCOPE OF THE STUDY

The scope of this study is of the type that relate and deals on the role of farmers multi-purpose cooperative society and how they help in the acceleration of food production in Orlu local government Area in Imo State.

Due to the limited resources and time avaible for this research work, the time given for the study was too short.

Secondly, this study helps farmers to pull themselves together and their resources on a mutual or self help basis to form a business enterprise which seeks to solve economic problems of its members.

1.7 LIMITATIONS OF THE STUDY

In carrying out this study within the given scope some of the limiting factors that is in existence which causes the major constraints while carrying out this research work as follows.

  1. There is inexistence scarcity of cooperative establishement with Orlu L.G.A,
  2. Also, the constraints face during the conduct of this research work is lack of finance or financial constraints, which if       finance was provided enough, this research work would have       given a more vivid study of the scope.

iii. Another major constraint to this research work is the     unwillingness of the cooperative staff in the ear of the study          Orlu   L.G.A to release certain document which contains vital        data or information needed for this research work.

  1. Finally, the limitation of this study is also base on research work in order to find out the problems and give solution to    them

 

1.8 DEFINITION OF TERMS

  1. Framers: This implies individuals that area engage in cultivating and rearing of animals.
  2. Agricultural: This implies the engagement of people in the production, processing marketing, storage and in the distribution of agricultural products

iii.      Cooperative: This means an association voluntarily to meet         their common economic, social, cultural needs and   irrespective aspirations through a jointly owned and democratically controlled enterprise.

  1. Multi- purpose: This means a term or something of economical that- engage on many different activities or          purpose. On this project context, farmers’ multi- purpose cooperative society       engages in various functions of         agricultural products
  2. Information: This simply means precede data
  3. Data: this simply means raw facts that area not yet processed.
