CHAPTER ONE

  • INTRODUCTION

The assessment of the performance of the agricultural cooperative is very important to our society because we depend on it for information. We make use of the performance of agricultural cooperative on a daily basis. Human beings are forced to assess the performances which he or she has made, these performances can be to assess the agriculture, education, psychological, economic, social, business oriented in nature. In order to assess this performance of the agricultural cooperative, man has to take definite steps. One of the most important methods of knowing agricultural constraints is by assessing the performance of agriculture.

 

1.1  BACKGROUND OF THE STUDY

Cooperative society is an autonomous association or organization of people who come together for economic interest of themselves or for a particular purpose. Agriculture cooperative provide solutions to our national problem of massive food storage. Many agricultural cooperative societies play crucial roles in massive food production such role includes agricultural cooperative society embrace all the cooperative activities which aim at helping farmers in their professional capacities as producers. The internet weakness of farming calls for the types of cooperative society. Cooperative efforts have in many ways contributed to the improvement of the viability of the small holders by bringing them economic of scales. Agriculture is type of producers cooperative which aim at improving food production and well being of the members.

 

  • STATEMENT OF THE PROBLEMS

The rate of agricultural cooperative failure in Imo State is on the increase, according to Louck (1995:5) “To start a business is very easy but to stay in business is very difficult. Most agricultural cooperative in Imo State has failed due to-

  • Lack of good leadership and management
  • Lack of capital
  • Low level of education of members
  • Lack of storage facilities and marketing outlets

 

 

 

  1. LACK OF GOOD LEADERSHIP AND MANAGEMENT

Any cooperative society that is successful, that means a person of vision, integrity, dedication and perseverance, is there selfless and open leadership is very important for the success of cooperative society, as a member must have confidence in their leadership.

Due to the need for good and honest leadership is the one for competent and effective management society and unions, especially agricultural cooperative organizations, cooperative society and unions, especially agricultural cooperative find it difficult to get competent cooperative officers to manage their affairs.

 

  1. LACK OF CAPITAL

Although we have various sources of finance for agricultural cooperatives, there are bottlenecks in obtaining finance from the sources. Especially from the financial institutions. Financial institutions may not have confidence to the cooperatives for one reason or the other.

 

 

  1. LOW LEVEL OF EDUCATION OF MEMBERS

Many members of cooperative societies, especially farmers of agricultural cooperatives, are people without any formal education. The farmers need to be well educated on the principle, concepts and practice of cooperative for them to appreciate the worth of some ventures.

 

  1. LACK OF STORAGE FACILITIES AND MARKETING OUTLETS

The main of agricultural cooperative, generally is increased production efficiency in the provision of service in agricultural storage facilities and marketing outlets for produce are very important for increased production to be of any benefit to farmers. Cooperatives, the world over faced certain basic problems mention above which seems more acute in the respect of developing and especially, African countries, it is the intensity of the problems and the degree to which they have been solved that determine the success or otherwise of cooperative society, union or movement.

 

 

  • OBJECTIVE OF THE STUDY

Before a particular study is carried out there must be an objective or purpose of the study, but we will first of all state out the general objective before the specific objective.

GENERAL OBJECTIVE

The following which are stated below are the objective

  1. To know the problems which agricultural cooperative societies encounter in carrying out their agricultural function in the area.
  2. To increase production of livestock and fish to meet domestic needs and increase surplus for export.
  • To ascertain the degree of support, these societies receive from the government.
  1. To know whether there are benefits members receive from the agricultural cooperative society in the area.
  2. To identify the objective of agricultural cooperative societies and to find the extent to which agricultural cooperative societies in the area are fulfilling these objectives.

 

 

SPECIFIC OBJECTIVE

The followings are the specific objectives

  1. To make useful recommendation based on the study findings on how to improve the performance of selected agricultural cooperative in the study area
  2. To evaluate/assess the contribution of the selected agricultural cooperative towards increasing production of food and other raw materials to meet the need of growing population and rising industrial production with basic goal of attending self sufficiency in basic stable food about the five (5) years time in Owerri North Local Government Area.

 

  • RESEARCH QUESTIONS
  1. What are the objectives for establishment of agricultural cooperative societies in Owerri north local government area?
  2. To what extent have these objectives been realized?
  • What are the problems militating against agricultural cooperative societies in Owerri north local government area?
  1. Do agricultural cooperative societies in the area receive any support from the government
  2. What are the sources of finance?
  3. Is there anything that could be done by the cooperative, government or any other body to improve upon the present performance of agricultural cooperative in the area?

 

  • STATEMENT OF HYPOTHESIS

The following below form the hypothesis of this research work. The statement represents the opinion of the research in his attempt to disclose the subject of the project work.

Ho: Assessing the performance of agricultural cooperative in Imo State has no role over their performance positively.

Hi: Assessing the performance of agricultural cooperative in Imo State has positive role over their performance.

 

  • SIGNIFICANCE OF THE STUDY

Any study that has positive outcome must have negative aspect. Moreover, the significance of this particular study is-

The state government has taken up greater responsibilities, particularly with aspect to formulation of agricultural policies as well as protects implementation especially in the study area. Area of state government involvement in state agriculture includes-

  1. Agricultural research
  2. Training of middle level of agricultural workers
  3. Investment in small scale irrigation scheme in the study area
  4. Tree crop plantation
  5. Large scale mechanized food agric farm
  6. Cattle ranches
  7. Fishing companies, etc

The state department of agricultural services as a central organization to co-ordinate effectively agricultural developments efforts in the overall interests of the state.

In the discussion of state supporting agencies the stress would be on public goals set for such an agency and requirement or the effective function of the agency.

  1. The state ministry of science and technology: This is responsible for administration of research on behalf of the state government. This function is performed through a number of research institutions in the state the institutions are contributed much both in the state and local government area. They are studying the problems of cereal, root crops, tree crops, animal production, animal health, oil, rural sociology etc.
  2. Owerri basic authority and Nigeria/state small farmers are: The owerri basic development concept originated with the earlier civilization of Egypt, Mesopotenisa, India and China, where the values of the Nile, Tigris and Ephrata, Indus, yagasta and nwanagotto were respectively developed as centre for civilization and regional development. The federal military government promulgated the owerri basic development authority, Owerri basic development authority and amendment.

 

THE SPECIFIC FUNCTION OF THE OWERRI BASIC DEVELOPMENT AUTHORITY IN THE STUDY AREA

  • To provide water for reservoir, well and boreholes under the control of authority concerned for the study area, water supply scheme on request by the state government and when directed to do so by the commissioner.
  • To provide irrigation scheme for the production of crops and livestock or reorganized association in the locality of the area concerned with the approved of the commissioner.
  • To construct and maintain Dams, Dykes, Polders well, boreholes, irrigation and drainage systems and other works necessary in the study area.
  • To undertake schemes for a control of flood and erosion and water
  • To undertake comprehensive development of both surface and underground water resources for multi-purpose use in the study area.
  • To process crop and livestock.

This study will help to understand that no country can be regarded as a developed country unless the country is self sufficient and self reliance in the food production and other raw materials to meet the need of rowing population and rising industrial with basic goal of attending self sufficient in basic stable food.

This study will help to understand whether the agricultural cooperative societies produce enough livestock and fish to meet domestic needs and increase surplus to export.

This study will also help to understand whether there is increase in production and processing of export crop with a view to expand and diversifying the state and local government foreign exchange earnings with the aim of restoring our crop export capability.

The points mentioned in above last three paragraph are mostly controlling by the green evolution programme in Imo State especially in Owerri North Local Government Area. This was one of the attempts of the federal government of Nigeria in the 1980s aimed at rapidity moving the country towards self sufficiently in food productions.

 

  • SCOPE OF THE STUDY

This scope of the study talks about coverage of the study, the study covers the entire selected agricultural cooperative societies in 2007 to 2009 in owerri north local government area.

This study also covers all the entire owerri north local government area both in the different offices and households. This research work on an assessment of the performance of agricultural cooperative societies in owerri north local government area in Imo State mostly covers only the selected agricultural cooperative societies.

 

  • LIMITATIONS OF THE STUDY

During this research work some problems are-

  • Financial aspect: This is one of the limitations of this study, the present economic problem facing the country and state, the rate of researcher to travel to many places to issue the respondents questionnaire.
  • Inadequate accounting and other: Records of agricultural cooperative societies in the area due to ignorance and high level of illiteracy among the study area.
  • In the study area, some agricultural workers do not welcome any research study regarding their economic activities: Even when condition forces them to do so, they cannot assess their accurate account of what they produce because of taxation.
  • Lack of textbook in the school library also limited this research.

Agricultural cooperative societies are those societies which embraces all the cooperative activities which aim at helping farmers in their own professional capacities as producers.

It is an association of individual for the achievement of economic and social objectives. Agriculture is the science or practice of cultivating the land and keeping the breeding animal for food, farming. It is also the act of engaging, the activity that deals with production on food likewise, rearing of animal.
