1.0 BACKGROUND OF THE STUDY
1.1 INTRODUCTION
In recent times, the development of cooperative societies has been a subject of discourse amongst schools an policy makers in most developing nations. In Nigeria the interest has been raised and nurtured on the point of view of new perspective of cooperative development which factors in issues as the abundance and use of natural resources, a large population of unemployed human capital, equitable distribution of income, the general idea of self- reliance and poverty alleviation (Onuoha, 1984, Osuala, 1995)
Cooperative societies operate in a very unfriendly environment in Nigeria. The high influx of government regulation as well as unfriendly economics policies are deterrents to cooperative development.
According to Amadi (1998:54), the economic environment which most cooperates operate are the major reason why many cooperative societies don’t last long. To further support the point of Amadi, Adegoke (1988:23), stated that the foundation cause of failure of many cooperative societies lies in the unfriendly business environment which is prevalent in Nigeria. The Government is not swift in cooperative development policies. And this has contributed to factors that hampered the growth of cooperative societies in Nigeria. This lack of commitment to cooperative development and promotion has impeded cooperative growth.
According to Onuoha (1986), cooperative societies in Nigeria are commensurable and even more viable than most cooperatives in the world due to the inhospitable environment which they operate. He further argued that most developed countries have employed cooperative friendly policies and regulations and made the business environment in their countries conducive for cooperatives hence if Nigerian cooperative are given such opportunities would strike effectively.
- STATEMENT OF THE PROBLEM
Cooperative societies have been identified as a major tool for economic and overall development of any nation, but due to the lackadaisical attitude of many governments towards this very vital sector, the full potentials of the sector could not be properly harnessed. A lot of factors still huts and impede the development of cooperative societies till date.
Hence the researcher is bothered to find out the assessment of the factor affecting the development of cooperatives in Nigeria.
- OBJECTIVES OF THE STUDY
The objectives of the study are to:-
- To identify the key factors militating against cooperative development.
- To assess the effect of such factors on the existing cooperative societies.
- To present the mitigation measures put in place and recommend further mitigation plans to improve the viability of the cooperatives.
- To find out the roles .of cooperative in development.
- To recommendations based on findings.
- RESEARCH QUESTIONS
The following are a few of the questions which were asked in the questionnaire in the carrying out of this research work:
- Are cooperative societies faced with challenges that hinder their development?
- Does there challenges that affect the growth of cooperatives in Nigeria?
- What are the defense measures put in place by cooperative societies to combat these challenges?
- What are the roles of cooperative in development?
- SIGNIFICANCE OF THE STUDY
This study is significance for the following reasons:
- This study will highlight the factors hindering cooperative development with particular emphasis to Isiukwuato L.G.A of Abia state.
- It will enable managers to co-operatives (including small scale enterprise) to evaluate the problems and hence act as a guide to promote their cooperatives and business.
iii. It will help government identify the basic factors hindering cooperative development and thus act swiftly in tacking the said factors.
- The study could also act a future reference material to students and academicians who intend to carryout a research in the area of study.
- SCOPE OF THE STUDY
The researcher area of the study is not cooperative department in the ministry of commerce, industry and tourism, isukwuato Local Government areas. Since department of cooperative was merged with the ministry of commerce, industry and tourism, this ministry has certain functions towards the departments of cooperatives in the state and also federal level.
- LIMITATION OF THE STUDY
Due to unavailability of materials and resources, the work was limited to this extent. Finance was a big constraint to the research as there was not much finance to carryout a well articulated research. Also due to the combination of lectures and research there was enough time to carry out full research on the subject matter.
- DEFINITION OF TERMS
The terms used in this study which has unique meaning that could be subjected to different interpretation by different readers of this project report are defined as follows:
– Co-operative: A cooperatives is an autonomous association of persons who voluntarily cooperate for their mutual social, economic and cultural benefit.
– Factors: These are some of the tings that cause or influence something.
– Policy: A policy is typically described as a principle or rule guide decisions and achieve rational outcomes.
– Development: This is the gradual growth so that it becomes more advanced and stronger.
