ABSTRACT

Lecture Evaluation and Monitoring System (LEMS) intend to monitor and evaluate lecturer performance during the semester. This information system intends to tackle the problem of poor lecturer attendance to their lectures.  LEMS is a web based application overseen and managed by Quality Assurance and Productivity unit (QAP), it mandates class representative chosen randomly by QAP to give update through their login area about lecture statue in terms of lectures held, postponed, canceled or absent lecturer, after which report is generated and evaluated statistically so that at a glance management can deduce performing and non-performing lecturers. Findings show that this System will to a great extent eliminate the difficulties faced by QAP. This system is of immense importance as any system that intends to maintain a form of standard, must time to time perform some sort of evaluation.

 

 

CHAPTER ONE

1.1.      Introduction

The common culture of lecturers not attending their lectures and resorting to last minute marathon lectures or even not making it up at all requires an attention. This project, is designed and implemented to respond to such a problem. Lecture Evaluation and Monitoring System (LEMS) which is the result of this project, is aimed at evaluating lecturer’s performance in terms of class attendance and keeping to lecture periods allocated using Quality Assurance and Productivity Unit (QAP) Federal University of Technology, Minna as the case study. The system can also perform statistical analysis of data collected using bar chart and pie chart compared against a threshold.

It is a web based application that requires the class representatives to feed the system by giving updates of the classes that the lecturers were present, absent, postponed or canceled, this data will aid management to analyze faculty, department and individual lecturer performance in carrying out its mandate of teaching.

1.2       Background of the Study

Quality education is the sustenance feature of the university. The evaluation of lecturing quality is the best method to strengthen lecturing management and it is also a needed factor of teaching quality evaluation system (Su Yali,  Fu Bisheng, 2015). Evaluation of lecturers is a common practice in the developed countries and it is necessary for guaranteeing high standard of education in higher institution of learning. Evaluation of academic activities of lecturers is paramount to achieve high standard of education that can produce graduates who can compete globally in the ever-dynamic information age. To effect growth in the quality of teaching, there is a need to improve the methods of teacher evaluation.  the customary lecture evaluation methods have been far from meeting the practical requirements (Qingshan Zhao, Guoyan Meng, 2008). Developing countries like Nigeria do not have proper mechanism to monitor lecturers’ performance in terms of coming for lecture, time spent giving this lecture, whether the lecture is holding during the period assigned, whether the lecture is holding in the specified venue or in a changed venue etc.

Lecture monitoring and evaluation is required in our higher institution of learning like Federal University of Technology, Minna Niger state. Education in Nigeria is an agent that catalyze development of its citizens and the entire nation (Abraham OCHOCHE, 2008). It is one of the reasons why directorate like Quality Assurance and Productivity (QAP) was established, however, the manual method in which QAP apply to carry on their activities with the present level of staffing and manpower may not be sufficient enough to guarantee quality evaluations.

In the area of lecture monitoring, QAP have not been effective because staffs of this unit have to go to classrooms, laboratories and lecture theatres to see for themselves if lectures are been held or not, they have to do this for every lecture for each department for that day throughout the whole university, a times venues are changed, lectures are canceled, postponed or the lecturers are absent, hence their going to the  venue for the lecture becomes a waste of productive time, thereby leading to fatigue  because this have to done daily as an operational activity for this directorate QAP, the manual method gives room for inefficiency in the part of academic lecturers, because the directorate cannot shoulder such a huge responsibility with minimal staffing and manpower. Evaluation should be a needed ingredient of any system that has to maintain a kind of standards; considering that educational system of any nation propagates the others systems, one will have no doubt that quality assurance in academic system is fundamental to national development (Inko-Tariah D. C, Ignatius Ajuru, 2013).

Therefore, there is need for automated Lecture Evaluation and Monitoring System that will eliminate all these troubles. Lecture Evaluation and Monitoring System (LEMS) will provide the needed solution to eliminate the problems faced by Quality Assurance and Productivity Unit of the University; it will also provide timely and accurate record of each lecturer endeavor in carrying out their academic activities of teaching.

This system will facilitate record keeping of registered lecturer for a course and will also generate report and evaluating the lecture attendance performance of lecturers. This system will have class representatives as those giving updates as to what course is presently being held in terms of course code and course title, the time the lecture starts and when it is supposed to end, the venue for the lecture or new venue if the original venue is changed, what level is having the lecture, the lecturer taking the course and the faculty and department having this lecture and of course the date have to be for the present date.

The proposed system will have each class representative, course lecturers, lecture venues, courses, faculties and departments registered to the system. the class representative will have login detail with which they will use to give update to QAP about ongoing lectures in their various levels as the lecture takes place or not. After each daily lecture, the system generates reports in statistical format i.e. Bar charts, Pie charts and also in tabular form about various academic activities that went on around the University such as plotting bar charts and pie charts of lectures held, postponed, absent and canceled in faculties and departments, listing the names of the lecturers that held their lecture, canceled their lecture, postponed or even absent for their lecture.

This report can therefore help management to make informed decision about what to do to improve lecturer’s performance for the general good of the student academic pursuits.

1.3       Statement of the Problem

The problem of poor performance by students may not be unrelated to lack of proper monitoring and evaluation of lecturers by the university management, hence the lack of effective or even no measure of evaluation has given room to poor and failing academic standard. The higher institutions can no longer produces leaders, technologist, engineers who can fill the gap required by the outside world. It is anticipated that the students from Nigerian Universities, after their programme at the university, should have acquired necessary knowledge required by the industries, graduates should have acquainted themselves with skills that will make them relevant and contribute to the overall growth of their society (Yusuf A., Ajidagba U.A., Agbonna S.A., Olumirin C.O, 2010). University graduates are unemployable because the higher institutions are no longer in tune with what the industry require from fresh graduates, either because of the refusal of academicians (lecturers) to update themselves and be in tune with the current trends so as to impact meaningful and useful on the job knowledge to their students. This is majorly due to lack of evaluation and proper monitoring of lecturers. Therefore, it is no surprise to find a lecture who only comes to class three times in a semester of four months, it is no surprise to find lecturers who refuses to teach students because they are angry with the students whereas forgetting they are paid for their jobs thereby denying student the relevant knowledge requisite for them to succeed in life and many other instance, this has always been the case repeatedly because there is no effective measure to check the excesses of lecturers and properly evaluate and monitor lectures.

Hence, this project aims to help proffer solution to the lingering problem of ineffectiveness on the part of lecturers and improved service delivery for Quality Assurance and Productivity directorate of the federal university of Technology Minna.

1.4       Aims and Objectives of the Study

This project is aimed at designing and implementing a Lecture Evaluation and Monitoring System in other to improve lecturer lecture attendance and provide information of lecturer input for a semester.

This can be achieved with the following objectives.

  1. Feasibility study of Quality Assurance and Productivity Unit (QAP) to get functional and nonfunctional requirement.
  2. To design Lecture Evaluation and Monitoring System that can track lecture time, venue and lecture status.
  • To use the report generated by this as a basis for rewarding lecturers for their job.
  1. To test the system functionalities in terms of accuracy and speed.

1.5       Justification for the New System

It is no longer a hidden fact that Lecturers performance is synonymous to student academic growth., The System when implemented will aid in improving students’ academic performance as lecturers will put in their best since a system exist that can monitor and evaluate their performance as teachers in terms of their frequency to class and the time spent teaching the students. It will eliminate manual checking of lecture halls to check if lectures are being held, this system when implemented will help management make informed decision on how best to manage lecturers.

1.6       Delimitation of the Study

This project can be applied to any of the higher institution of learning, be it colleges, polytechnics or universities, but I am limiting the project only for the Federal University of Technology, Minna Niger State. This project scope will include.

  1. A login authentication for class representatives who will be saddled with the responsibility of giving lecture updates.
  2. The ability to give statistical analysis of daily lectures in Pie chart and Bar chart format.

1.7       Operational Definition of Terms

  1. Dashboard: This is a view in the information system that displays lecture statue as submitted by class representatives, management through the dashboard see the statues of all lecture activities in the university.

Bar chart:  Bar chart is a graph that presents definite data with rectangular bars with heights proportionate to the supplied values
