1.0       GENERAL INTRODUCTION

1.1       INTRODUCTION

Computer has a relatively modest role to play at present in the proper management of organizations and firms. It is compulsory that based on our understanding of computer and its implementation in the processing requirements of information it is ubiquitous in organization.

The project work aimed at designing and implementing a computerized case filling system for the magistrate, to provide information for the effective and efficient process in the case proceedings. The work also gives the best on now timely, accurate and reliable information. It can be corrected. Also, the use of computer in our court room recording techniques on data collected storage of such data no matter how large and also quick access to them on retrievals. Of such information when they are required.

In a bid to solve their problems and make life less cumbersome have been evolving from one idea to another. They have tried many ways to actualize their dreams. But unfortunately, there is little or no progress because they did not have the technologies to carry them through for technologically and scientifically they were but full of crude ideas.

Technological developments penetrate through the century and enable man to do many things without much problem. Suffice it to say that it is the quest to make life better and less cumbersome that the Almighty technological too computer ever know and seen by many enters. It is reshaping our world and will go on reshaping it. The history of computer and computing may said to begin with the abacus, a machine that aid humans in calculation more than 5,000 years ago. Down the evolutionary trend, names of people like John Napier, Blaise Pascal, Gottfried Wilhelm, Charles babbage etc. cannot be left out. It is the difficulties and weak points of manual operations in our works that led to the development of this powerful tool. What computer can do in all aspect of human endeavors computer can be seen as the most effective tool in 1982, a land mark was created in history when a paraplegic Nandaris with the aid of computer walk for the first time after a job. That is computer in some field of medicine.

Engineering and science, computer can be use to stimulate, create, and design complex industry equipment in manufacturing industries. In hostile environment – computer controlled robots can be used to explore places that ate harmful to human beings and can work in areas like nuclear plant where human beings cannot Investigation and crime detection, computer programs can be used to search and locate missing people and things wherever they may be at any point in time.

Computer and law service, the wonder of computer is not very far from the court proceedings and all other court activities due to it can be used to store some criminal five and retrieve if need be at any given time. The introduction of computer in court proceeding will enhance the speedy and accurate efficiency and effective attendance of each and every clients in the court. If computer is applied in design and implementation of documentation system of court proceedings. It will help to improve the judiciary of the nation to attain maximum utility.

1.2       PROBLEM STATEMENT

One of the bottlenecks in the case filling process at present in the difficulty of securing transcripts of proceedings specially enough for appeals to be heard promptly. This delay is largely caused by the difficulty in security and adequate number of short and writers and transcribers’. In under developed countries during hearing in the court proceedings judges, lawyers, magistrates and court there’s mainly use the long hand and short hand in any recording procedures which in any way does not facilitate transcript productions prompt whereby some cases remain unheard in the law court for ten to fifteen years.

1.3       AIM AND OBJECTIVES

The aim of this work is to create and implement a computerized case filling system for system for effective and efficient way of court reporting to be heard promptly and for immediate judgment.

1.3.1    OBJECTIVES OF THE PROJECT

The objectives of this system can broadly be listed as follows:

• To develop computerized case file software that will replace the manual method of case file system.
• To eliminate the error involved with the manual method of case filling system.
• To save the time wasted with telephony method and steps involved in communication process.
• To eliminate and replace high cost and affordability in manual simulation of case filling system.

1.4       SIGNIFICANT OF THE STUDY

The purpose of this study is to design and implement a computerized case filling system which is aimed at the useful application of computer to improve the problem stated. Hence the study tends to design and implement computer in an effective, keeping good records and adequate security of information stored.

In countries like United States of America (USA) it is common for court reporting to be done on special stenographic machines one solution which has been investigated by “Aspen system corporation” is the development of programmers capable of transcribing the stenographic tape automatically into computer readable tape, where upon transcripts could be produced on high speed printer without any delay at all. This system was made to allow more than one person talking at once, since it is very difficult distinguish what was happening and that was the purpose of this work for reporting to be heard promptly.

1.5       SCOPE OF THE STUDY

            This study will help the record keepers in magistrate’s courts to identify the possible gaps that might be challenging or prove problematic in the management of their records. This study will help in attending to problems existing in management of court records. This study has also made some recommendations on how the magistrate’s court should do to manage the court records effectively.

1.6       DEFINITIONS OF TERMS

Accused: One who is charged with a crime on misdemeanor. It cannot be said to apply to a defendant in a civil action.

Chambers: The private room of the judge.

Chief Justice: The presiding or principal judge of a court.

Computer: An electronic device that input data, processes it, and brings it out as information.

Courts: Is a governmental body to which the administration of justices is delegated.

Data: This is any representation of facts that can be fed into the computer for processing.

File: It is collection of related data or records.

Index Book: A documentation book written in index format used to process a law report.

Judge: Is a public officer lawfully appointed to decide instigated questions according to law.

Magistrate: Is a public civil officer invested with some part of the legislative executive or the judicial power given by the constitution.

Sue: To commence or to continue legal proceedings for the recovery of a right.

Trial Courts: It hears and decides controversies by determine facts and applying appropriate rules.

Witness: One who testifies to what he knows under oaths.
